AFC/M23 Holds High-Level Meeting in Goma Over Alleged Misappropriation of State Property

The Congo River Alliance/M23 (AFC/M23) held a high-level meeting in Goma on Wednesday, December 3, 2025, focusing on governance concerns and alleged large-scale misappropriation of state-owned real estate in eastern Democratic Republic of Congo.

The meeting was chaired by the movement’s Political Coordinator, Corneille Nangaa, with assistance from Bertrand Bisimwa, Deputy Coordinator in charge of political, administrative, legal, and diplomatic affairs. Several senior officials and members of the movement were also in attendance.

Central to the discussions was a report presented by the Inspector General of Governance, Rigobert Amani Kabasha, following a recent mission to Bukavu.

According to the report, widespread irregularities were identified in land and property management, allegedly involving actions by authorities linked to the Kinshasa government.

The report outlined three major categories of anomalies: 102 houses reportedly holding unjustified ownership titles without valid legal documentation; 20 houses allegedly demolished on the basis of falsified documents; and 138 buildings within the public-private domain said to have been sold or resold under irregular conditions.

The Inspector General stated that the properties were transferred through fraudulent documentation, in violation of state property regulations and to the detriment of public assets.

In response, the AFC/M23 announced the creation of a special verification commission tasked with reviewing all public-private partnerships related to real estate assets.

The commission will assess the legality of the transactions and recommend legal action against those found responsible.

The movement also pledged to implement immediate precautionary measures to halt unauthorized construction and safeguard the affected public property.

Closing the meeting, Corneille Nangaa emphasized the need to intensify the fight against corruption and to promote responsible management of public assets, in line with the AFC/M23’s stated vision for governance reform.

The Permanent Secretariat of the movement is expected to launch a public awareness campaign on the issue in the coming weeks.

The meeting concluded with what participants described as a renewed determination to strengthen governance and protect public goods.
