Former Minister Bernard Takaishe Cleared of US$5 Million Embezzlement Allegations

The former Vice-Minister of Justice and senior UDPS member, Bernard Takaishe Ngumbi, will not face prosecution in the case involving the alleged embezzlement of US$5 million earmarked for the construction of a new prison in Kinshasa.

According to an official communication from the Attorney General at the Court of Cassation, Firmin M’vonde Mambu, the case has been closed without follow-up due to unestablished facts.

The decision, dated September 12, 2025, and addressed to lawyer Maître Vincent Kuyusila Mungazi, confirms that the judicial file opened against Takaishe has been classified as “sans suite.”

Takaishe, who served under the Ilunga Ilunkamba government, had been arrested in August 2024 following a report by the General Inspectorate of Finances (IGF), which alleged the disappearance of funds allocated for the prison construction project.

His arrest drew public attention as part of broader anti-corruption measures targeting senior government officials.

However, after months of investigation, the Office of the Attorney General concluded that no evidence supported the accusations against him.

With this decision, Bernard Takaishe is now officially cleared of all charges, marking the end of a high-profile case that had stirred debate over financial accountability and political rivalry within the Congolese justice system.
