Uganda’s Chief of Defence Forces (CDF), General Muhoozi Kainerugaba, is in Kigali for talks with his Rwandan counterpart, General Mubarak Muganga.
His visit underscores ongoing efforts to strengthen military cooperation and regional security between Rwanda and Uganda. He was received for discussions focusing on security collaboration, cross-border stability, and deepening ties between the two nations. The visit also includes a meeting with President Paul Kagame, further highlighting the commitment at the highest levels to solidifying bilateral relations.
Meanwhile, in Mbarara City, Uganda, senior military officers from both countries held the fourth Proximity Commanders’ Meeting from 20–22 March 2025. The three-day session brought together RDF Infantry Divisions Commanders and Staff, led by Brig Gen Pascal Muhizi, the RDF 5th Division Commander, and UPDF 2nd Infantry Division Commanders and Staff, headed by Maj Gen Paul Muhanguzi. Col Emmanuel Ruzindana, Rwanda’s Defence Attaché to Uganda, also attended.
The meeting assessed the security situation along the Rwanda-Uganda border, addressing challenges affecting border communities and reviewing the implementation of previous resolutions on illegal cross-border activities and security threats. Discussions also explored ways to foster cross-border collaboration and economic cooperation between communities.
Maj Gen Paul Muhanguzi commended the guidance of both nations’ leadership and emphasized the progress achieved in enhancing border security and cooperation. He stressed the importance of regular communication between proximity commanders, recognizing it as a crucial step toward strengthening relations.
Brig Gen Pascal Muhizi, leading the RDF delegation, expressed gratitude for Uganda’s hospitality and highlighted the success of past meetings in tackling cross-border crimes and illegal activities.
Before the meeting commenced, both delegations visited Ntungamo District, where they were received by local leaders from Ntungamo and Rukiga Districts, including Ntungamo District Chairman Local Council, Samuel Mucunguzi. He praised the joint security efforts, noting the positive impact on border stability and socio-economic cooperation between the two nations.
With General Muhoozi’s visit to Kigali and the Mbarara security discussions, Rwanda and Uganda continue to reaffirm their shared commitment to regional security, stability, and stronger diplomatic and military ties.
