The Alliance Fleuve Congo/M23 (AFC/M23) has written to United Nations Secretary-General António Guterres, warning of what it describes as a deteriorating security and humanitarian situation in eastern Democratic Republic of Congo and calling for urgent international intervention.

In the letter dated 15 January 2026, AFC/M23 accuses Congolese government forces (FARDC), supported by allied armed groups, of intensifying military operations against areas under its control, actions the group says are undermining ongoing efforts toward de-escalation.

The movement claims that recent attacks have involved heavy weaponry and have taken place in populated areas, resulting in civilian displacement and worsening humanitarian conditions.

AFC/M23 argues that these operations violate commitments previously made to protect civilians and pursue political dialogue rather than military confrontation.

In its communication to the UN chief, AFC/M23 also raises concerns about what it characterizes as selective international responses to the conflict.

The group urges the United Nations to take a more active role in investigating alleged violations, ensuring civilian protection, and facilitating an inclusive political process to address the root causes of the conflict in eastern Congo.

The letter further calls on the UN Secretariat to engage regional and international actors, warning that continued military escalation risks entrenching instability in the Great Lakes region.

AFC/M23 reiterates its stated position that a political solution, rather than a military one, remains the only viable path to lasting peace  .
