Tshisekedi, UN Envoy James Swan Discuss MONUSCO’s New Mandate and Ceasefire Role

President Félix Tshisekedi has held an introductory meeting with the newly appointed United Nations Special Representative in the Democratic Republic of Congo and head of MONUSCO, James Swan, with discussions centering on the implementation of the UN mission’s updated mandate.

According to officials, the meeting focused on the operationalization of United Nations Security Council Resolution 2808, which outlines MONUSCO’s revised mandate, as well as the responsibilities arising from Resolution 2773.

The two resolutions assign MONUSCO a critical role in supporting the Ceasefire Monitoring and Verification Mechanism agreed upon during diplomatic engagements in Washington and Doha.

The mechanism is intended to stabilize conflict-affected areas and ensure compliance with ceasefire commitments.

Discussions also emphasized MONUSCO’s responsibility to support efforts aimed at restoring full state authority across the national territory.

This includes assisting in the dismantling of what authorities describe as illegitimate parallel administrations operating in areas under Rwandan military occupation.

The meeting comes at a time of heightened regional tensions and ongoing efforts to advance diplomatic and security solutions in eastern DRC.

Officials say the strengthened mandate is expected to enhance coordination between the Congolese government and international partners in addressing insecurity and reinforcing state institutions.

Mr. Swan, who recently assumed his role, is expected to oversee the implementation of these priorities as MONUSCO continues its transition while maintaining its peacekeeping and stabilization responsibilities in the country.
