A government audit has revealed that the National Fund for Reconciliation and Reconstruction (FONAREV) cannot account for millions of dollars in public funds, including nearly 15 million dollars transferred to the Nyakeru Foundation, led by First Lady Denise Nyakeru Tshisekedi.

Auditors say the fund’s accounts are now empty and management has given no clear explanation.

FONAREV was created to support victims of war crimes, fund reconciliation programs, and deliver transitional justice.

Yet the June 6, 2025 financial report shows alarming gaps. Out of a budget of more than 40 million dollars for the first half of the year, only 16 percent was used by June.

Spending on computer equipment repairs surged by 4007 percent in the second trimester, with more than 15 million dollars spent in just a few months without supporting documentation.

Other key programs, including victim identification, community consultations, and genocide inquiries, saw minimal or no spending.

The 15 million dollar payment to the First Lady’s foundation has drawn sharp criticism from civil society.

The Congolese Accountability Network warned of a potential conflict of interest and demanded an independent audit, noting that the public deserves a clear explanation when such a large transfer coincides with empty state accounts.

Public reaction on social media has been swift, with calls for resignations and full investigations.

Observers warn that unless the government addresses these discrepancies and strengthens oversight, the scandal risks undermining both domestic trust and international support for Congo’s fragile reconciliation process.
