France’s ambassador to the United Nations, Jérôme Bonnafont, said members of the UN Security Council have called for the full, immediate and unconditional implementation of Resolution 2773, adopted in 2025.
Bonnafont said the Security Council has expressed support for efforts to disarm, demobilise and canton FDLR fighters as part of measures aimed at preventing the armed group from continuing its activities.
He said the initiative is linked to commitments under the Washington Agreement, in which the FDLR issue features among the security concerns discussed between the Democratic Republic of Congo and Rwanda.
From Rwanda’s perspective, Bonnafont’s remarks reflect Kigali’s position that the FDLR remains one of the key security concerns affecting the region. Rwanda has repeatedly called for a lasting solution to the threat posed by the armed group.
Bonnafont also stressed that those who threaten regional security, provide support to armed groups or facilitate their activities must be held accountable.
He concluded by saying that the pursuit of peace must go hand in hand with accountability, as the parties involved continue efforts to find a lasting solution to the security crisis in eastern DRC and the wider Great Lakes region.
